Railroad Attorney Justin Marks Joins Clark Hill’s Corporate Business Unit and Transportation Practice

Clark Hill is excited to announce that Justin Marks has joined the firm’s Corporate Business Unit as a Senior Attorney in the firm’s Washington, DC office. Justin will focus his practice on railroad transportation law as well as business and regulatory matters impacting motor carriers.

Justin’s transportation practice primarily involves assisting private and public entities on railroad related issues. He represents passenger and freight railroads as well as industrial shippers before the Surface Transportation Board (STB) and the Federal Railroad Administration (FRA). Before the STB, Justin advises clients seeking approval for the construction, purchase, lease, or abandonment of rail lines, as well as litigating disputes between railroads and between railroads and affected third parties. In addition, Justin counsels railroads, shippers, and railroad equipment suppliers on FRA safety compliance issues. Justin also advises clients on disagreements related to federal preemption of state and local regulation under the ICC Termination Act.

Justin earned his J.D. from the University of Denver where he was the editor-in-chief of the Transportation Law Journal. He holds a Master’s in Public Administration from the University of Colorado at Denver and a B.A. from Bowling Green State University.
