Benjamin J. Holwerda

Senior Attorney

Ben Holwerda is a commercial litigator and regulatory attorney with experience in both the public and private sectors. He advises clients in energy, environmental, and telecommunications law matters.

In a cost-effective manner, Ben helps clients navigate regulatory compliance issues, permitting, and state enforcement proceedings—both in and out of the courtroom. His practice also includes the representation of large energy users in achieving reasonable, competitive, and non-discriminatory electric and natural gas rates.

Prior to joining Clark Hill, Ben served as outside general counsel for several large investor-owned utility companies and as an Assistant Attorney General for the State of Michigan, where he represented and advised the Michigan Public Service Commission and its technical staff. He appeared often in administrative proceedings regarding the enforcement of state and federal energy and environmental regulations and laws, and he has handled many cases in state court, federal court, the Federal Energy Regulatory Commission, and the Federal Communications Commission—all with successful results.

His prior experience also includes serving as a judicial law clerk for the Hon. Scott P. Hill-Kennedy and the Hon. Kimberly L. Booher of the 49th Circuit Court of Michigan, as well as a judicial extern for the Hon. Raymond A. Jackson of the U.S. District Court for the Eastern District of Virginia.
