J. Kemper Will

J. Kemper Will began his environmental practice over 50 years ago, when the environmental field was nascent, as an attorney with the U.S. Environmental Protection Agency in Washington D.C. and Denver. In addition to being one of the most experienced “Superfund” lawyers in the United States, he has represented hundreds of parties regarding Brownfields and contaminated property transactions. His Superfund and Brownfields projects have been nationwide.

Kemper has handled regulatory matters under all the federal and state environmental laws. He has also been involved in numerous environmental litigation cases and has served as mediator, arbitrator and expert witness in environmental disputes.

Kemper has managed Brownfields projects since 1991 and has deep experience in all aspects of Brownfields redevelopment. Subject Properties have included industrial, commercial, recycling, shopping centers, mining, municipal, military, oil and gas and urban centers.
