Dr. Ettie Rosenberg, PharmD, JD

Dr. Ettie Rosenberg earned her Doctor of Pharmacy (PharmD) from the University of Southern California, and Juris Doctor (JD) from Southwestern University School of Law, both in Los Angeles. Dr. Rosenberg is a licensed California pharmacist (California State Board of Pharmacy), and a licensed attorney (California State Bar). As such, her practice is devoted exclusively to forensic consultation in a range of matters related to pharmacy practice (regulatory compliance, controlled substances laws, standard of care issues related to pharmacy practice and malpractice); and extending to prescription, over-the-counter medications, illicit drugs, and their pharmacologic effects, side effects, adverse effects, drug interactions.

In addition, Dr. Rosenberg is a university professor and assistant dean. She serves as an expert witness and litigation consultant in both civil and criminal matters throughout the western United States in matters involving pharmacy standard of care, medication safety and use, drug product liability, pharmacy law and regulatory compliance, and the effects of drugs and drug interactions on legal competency.

As a pharmacy compliance expert, Dr. Rosenberg has provided expert consultation and project management in pharmacy departments within state and county agencies in both adult and juvenile correctional settings. Dr. Rosenberg minimized complaints and decreased risk of external government agency involvement while improving patient medication safety, continuously reviewing and evaluating company practices against frequently changing regulations and medication safety requirements, as well as implementing corrective action plans. In addition, Dr. Rosenberg expertly addressed audit-related requests and responded to compliance-related citations.

In addition, Dr. Rosenberg also serves on the Los Angeles County Superior Court, Panel of Approved Criminal Experts, and she has been interviewed on television for high-profile drug-related, celebrity death cases.

Dr. Rosenberg’s passion is teaching student- pharmacists, which allows her to integrate her dual skillsets in the pharmacy profession and in the law.  She teaches Doctor of Pharmacy candidates in subject areas of pharmacy laws and regulations; ethics; standard of care issues relating to pharmacy practice; government involvement in health care and health policy; drug policy; prescription drug abuse; and social/public health implications of street drug abuse. As a university professor, Dr. Rosenberg’s students voted her 2016 Professor of the Year.

She is a prolific author of professional journal articles on topics such as innovative teaching strategies to engage students in active learning, advocacy skills, legal and policy developments affecting pharmacists in modern practice in their status as “providers,” and the rapidly changing legal status of marijuana (cannabis) in California, as well as throughout the US. Dr. Rosenberg also serves on the Editorial Advisory Board for the California Pharmacists Association Journal of Contemporary Pharmacy Practice.

As a Member of the California Pharmacists Association Legislative Committee, Dr. Rosenberg collaborates on reviews of proposed California legislation on behalf of the pharmacy profession and the professional pharmacy association. As an invited speaker, she has provided continuing education on topics such as legislative updates affecting pharmacy practice (California pharmacy laws and federal controlled substances laws), recent developments in recreational and medical marijuana laws, pharmacy education programs, and history of pharmacy and drug policy and evolution of drug policy.
