Robert “Clif” Burns counsels U.S. and international clients on export controls, economic sanctions, customs, national security matters, anti-corruption compliance, and cross-border regulatory issues. He advises companies across a wide range of industries, including defense, medical devices, financial services, agriculture, manufacturing, travel, and hospitality, helping them navigate complex international trade and compliance requirements.

Clif regularly assists clients with the development and enhancement of global compliance programs, risk assessments, internal investigations, voluntary disclosures, and government enforcement matters involving the U.S. Departments of Commerce, State, and Treasury. His experience includes counseling on the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and economic sanctions administered by the Office of Foreign Assets Control (OFAC). He also advises companies conducting cross-border transactions and investments with national security implications, including matters involving review by the Committee on Foreign Investment in the United States (CFIUS).

Drawing on decades of experience in international trade and regulatory compliance, Clif works closely with multinational organizations to identify and mitigate legal and operational risks while supporting business objectives in global markets. He represents clients throughout the United States, Europe, and the Asia-Pacific region on a broad range of compliance, investigation, and transactional matters.
