Quinne’s practice focuses primarily on the representation of irrigation and electrical districts, municipalities, and private developers to find innovative solutions to natural resource and other development constraints. A native Arizonan, she has extensive experience with navigating groundwater and surface water regulations, advising clients on code compliance across a variety of municipalities, resolving infrastructure financing issues, negotiating development agreements with cities and special districts, siting and permitting utility-scale renewable energy projects, developing a variety of projects on Arizona state trust land, and assisting homebuilders in successfully securing land entitlements and reviewing joint cost sharing agreements. Throughout law school, Quinne worked for a variety of public entities across Arizona’s legal landscape, including the City of Phoenix, the Arizona State Legislature, and the Attorney General’s Office. In these roles, she conducted in-depth analysis on municipal utilities law, infrastructure financing authorities, and state agency jurisdictional issues, which has well-equipped her to support and advise her clients as they chart the intricacies of energy, water, and environmental law.
In 2023, after graduating from Arizona State University with her juris doctorate, she was awarded a prestigious Fulbright research grant to study regulatory constraints associated with prospective development of utility-scale seawater desalination facilities in the Southwest United States.
