Her employment litigation experience extends across discovery, motion practice, depositions, oral arguments, mediation, administrative hearings, and trial preparation. Having represented employers, employees, and labor organizations, Julie understands how workplace disputes may be viewed from multiple perspectives. Her labor practice includes unfair labor practice proceedings, collective bargaining agreement disputes, labor arbitration, and collective bargaining negotiations before the Oregon Employment Relations Board and National Labor Relations Board.
Julie previously served as an Administrative Law Judge with the Oregon Employment Relations Board, where she adjudicated matters under Oregon’s Public Employee Collective Bargaining Act. She conducted prehearing conferences and evidentiary hearings, ruled on motions and objections, assessed testimony and other evidence, and issued recommended orders containing findings of fact and conclusions of law. Earlier, as an Administrative Judge with the U.S. Department of Agriculture, she adjudicated federal administrative appeals and developed official appeal records. This judicial background informs her approach to case evaluation, evidentiary strategy, administrative procedure, and persuasive advocacy.
Her public-sector experience also includes serving as civil counsel to Ada County. In that role, Julie defended employment, civil rights, personal injury, and wrongful death claims; advised county departments; assisted human resources personnel with workplace investigations and disciplinary recommendations; and argued appeals before the Idaho Court of Appeals and Idaho Supreme Court. She brings this combination of employment, labor, appellate, administrative, and government experience to clients facing consequential workplace decisions and disputes.
