Dmitry Bergoltsev

Director of Sanctions and Export Controls

Dmitry Bergoltsev supports clients navigating complex U.S. international trade and regulatory requirements, with a focus on economic sanctions, export controls, import and export regulations, and supply chain due diligence. Working closely with attorneys and clients, Dmitry helps analyze regulatory and geopolitical developments and translate them into practical compliance considerations for companies operating across global markets. His work includes matters involving the Office of Foreign Assets Control (OFAC), Bureau of Industry and Security (BIS), U.S. Customs and Border Protection (CBP), and other federal agencies.

A significant part of Dmitry’s work involves Know Your Customer (KYC) and counterparty due diligence. He conducts research to identify beneficial ownership, screens counterparties against U.S. sanctions and other denied-party lists, and reviews transactions for potential red flags involving sanctions, anti-money laundering, corruption, bribery, and other financial crime risks. This diligence helps clients better understand prospective business partners and identify regulatory concerns that may affect cross-border transactions and commercial relationships.

Dmitry brings additional perspective on trade and security issues involving China and the broader Indo-Pacific region. Before entering private practice, he conducted policy analysis on Indo-Pacific trade and security issues with the Atlantic Council’s Scowcroft Center for Strategy and Security. He also worked with the U.S. Department of Commerce International Trade Administration, where he prepared research on U.S.-China trade and technology issues and used his Mandarin-language capabilities to analyze Chinese government policies and regulatory materials.

A Licensed Customs Broker and Certified Sanctions Specialist, Dmitry combines trade compliance experience with Russian and Mandarin language capabilities. This background supports clients confronting regulatory requirements and cross-border risks where sanctions, export controls, customs, supply chains, and geopolitical developments intersect.
