Currently, Carmine serves as a professor at both the undergraduate and graduate levels at Universidad Católica Andrés Bello and Universidad Metropolitana, both located in Caracas, Venezuela. He currently represents, or has represented, various private companies, States, and State instrumentalities under different arbitration rules. Some notable cases he has been involved in include:
- Representing the Dominican Republic in an investment arbitration brought by an Italian investor concerning the construction of a multipurpose dam.
- Representing Guatemala in an ICSID arbitration initiated by U.S. investors regarding a mining project.
- Representation of a Mexican consortium in an ICC arbitration against a Colombian company for breach of a contract involving the construction of a hydrocarbon port.
- Representation of a group of shareholders in an ICC arbitration seated in Miami concerning a dispute over 50% ownership of an airline.
- Representation of a Latin American state-owned company in an UNCITRAL arbitration concerning a concession contract for the construction of certain road infrastructure.
- Representing Guatemala in an annulment proceeding under ICSID rules related to an investment arbitration initiated by U.S. investors under CAFTA-DR concerning an energy project.
Before joining Clark Hill, Carmine served as Of Counsel at an international arbitration boutique firm, acting as counsel on behalf of States and state entities in ICSID, UNCITRAL and ICC arbitration proceedings. Prior to that role, he held a partnership position at a Venezuelan firm focused on dispute resolution and public law. In this capacity, he acted as an expert and assisted experts in administrative law in international commercial and investment arbitration proceedings before institutions such as the ICC, ICSID, UNCITRAL, and LMAA.
