L. J. Chavis helps businesses, trade associations, nonprofits, and other organizations navigate legislative, regulatory, and public policy challenges. Drawing on experience in Congress, local government, and government affairs, he advises clients on policy developments, stakeholder engagement, and advocacy strategies that support their business and organizational objectives.

Before joining Clark Hill Public Strategies, L. J. served in legislative leadership roles in both the U.S. House of Representatives and the Council of the District of Columbia. In those roles, he managed legislative agendas, advised elected officials on policy and budget matters, coordinated appropriations priorities, and worked with government agencies, congressional offices, and stakeholder groups to advance key initiatives. His experience spans healthcare, economic development, appropriations and budget matters, infrastructure, agriculture, foreign affairs, and state and local government policy.

L. J. also brings experience supporting oversight, investigations, and fact-finding efforts related to public policy and government operations. His background working across legislative offices and public-sector institutions gives him insight into how investigations, oversight activity, and agency decision-making can shape legal, regulatory, and reputational risk for organizations operating in highly regulated or government-facing environments.

He also brings experience in government relations, legal analysis, and coalition building through roles in Congress, local government, and corporate affairs. His understanding of the policymaking process helps clients identify opportunities, assess legislative and regulatory developments, and develop strategies to advance their policy and business goals.
