Clark Hill Adds Energy Lawyer Steven Shparber in Washington, DC Office

Clark Hill PLC has announced the addition of Steven Shparber as a Member in the Environment, Energy & Natural Resources practice group in the Washington, DC office. Shparber has an extensive background as a private sector, corporate and government lawyer in advising on energy regulatory issues, independent power production and renewable energy, and distributed energy resources. Shparber is the second energy lawyer to join Clark Hill’s Washington, DC office in the last six months.

Shparber provides strategic counsel to new participants in wholesale power markets and advocates for new market opportunities on behalf of independent power producers and national renewable energy trade groups. His practice focuses on helping clients navigate cutting edge and emerging issues in the energy industry. Using creative thinking to provide clients with practical and commercially viable solutions to address their legal and business needs, he combines elements of regulatory, transactional, and litigation in his practice. His clients include renewable energy project developers, infrastructure funds, and large end-use customers. He also has extensive experience counseling parties seeking to deploy and finance distributed energy resources, including microgrid developers, energy efficiency, demand response and EV charging providers, and governmental entities.

Shparber began his career by serving two years as an Attorney-Advisor in the Federal Energy Regulatory Commission’s Office of Administrative Law Judges and spent four years as Counsel to PJM Interconnection, the United States’ largest Regional Transmission Organization. Immediately prior to joining Clark Hill, Shparber was an energy lawyer for three years at Nelson Mullins Riley & Scarborough, where he had been named partner in January 2020.

Shparber is a frequent speaker at energy industry events, including the 2019 Wharton Energy Conference, and writes regularly for industry publications, including Utility Dive, Renewable Energy World, and Bloomberg Environment Insights. In 2019 he was named a Rising Star by Euromoney Legal Media Group. He is a member of the Atlantic Council, Emerging Leaders in Energy and Environmental Policy Network and the Energy Bar Association.

Shparber earned a JD magna cum laude at New York Law School, where he was a Notes & Comments Editor for the New York Law School Law Review, and earned a BA cum laude from New York University. He also earned an MBA from Villanova School of Business with concentrations in Strategic Management and Finance.
