Clark Hill Successfully Defends $24 Million Bid Protest Before GAO

Clark Hill’s Government Contracts and Regulation team, led by Chris White, successfully defended a bid protest before the Government Accountability Office (GAO), securing a favorable outcome for its client as an intervenor in a $24 million federal contract award.

The protest, brought by DSC-EMI II, LLC, challenged the U.S. Department of the Navy’s evaluation of technical proposals and the resulting award decision for a multi-function support services contract at the Marine Corps Logistics Base in Albany, Georgia.

Clark Hill defended the award by demonstrating that the agency’s evaluation was reasonable, consistent with the solicitation, and compliant with applicable procurement law. The GAO agreed, denying the protest in full and affirming the Navy’s best-value determination.

This result preserved the contract award and reinforces Clark Hill’s strength in navigating complex bid protests and defending agency procurement decisions in high-stakes government contracting matters.
