Clark Hill Adds Colleen C. Jarrott to its Energy & Renewables and Public Strategies Teams

Clark Hill announced today that Colleen C. Jarrott has joined the firm as Senior Counsel in its Environment, Energy & Natural Resources (EENR) Practice Group and as Senior Director with Clark Hill Public Strategies. She is based in the firm’s Washington, D.C. office.

Jarrott brings more than 20 years of experience advising energy, manufacturing, and transportation companies on complex litigation, regulatory, and policy matters, with deep experience in oil and gas, mineral law, and carbon capture and sequestration. Jarrott previously served as co-lead of the Energy & Environment team at Hinshaw & Culbertson LLP. In her dual role with Clark Hill, she will support clients navigating legal, regulatory, and legislative challenges while helping advance strategic public policy initiatives at the federal and state levels.

“Colleen’s background uniquely positions her to help clients address the intersection of law, regulation, and public policy,” said Rod Williamson, Director of Clark Hill’s EENR and Public Strategies groups. “Her experience in the energy sector and her understanding of how policy decisions are shaped make her an excellent addition to both our EENR and Public Strategies teams.”

Jarrott advises a wide range of industries in environmental compliance, transactions, and litigation, but has particular experience representing energy companies before state and federal agencies, including the Louisiana State Mineral and Energy Board, the Louisiana Department of Conservation & Energy, and the Louisiana Department of Environmental Quality. She has also played a leading role in development of Louisiana’s regulatory and legislative regimes which authorize and promote carbon capture and sequestration projects. She is likewise active in agency and legislative matters governing the energy transition in Louisiana. Jarrott also works with various industry trade associations based in Louisiana and will join the Board of Directors for the Louisiana Oil & Gas Association (LOGA) on February 9, 2026.

Through Clark Hill’s Washington, D.C.-based platform, Jarrott will continue to serve her Louisiana clients while expanding her ability to connect and advocate for them with federal policymakers and regulatory agencies. Her work with Clark Hill Public Strategies will focus on helping clients anticipate policy developments, engage effectively with decision-makers, and align legal strategy with broader business and governmental objectives.

Jarrott earned her J.D. from The Catholic University of America, Columbus School of Law, and her B.A. from The Catholic University of America in Washington, D.C. She is admitted to practice in Louisiana, the District of Columbia, and multiple federal courts, including the United States Supreme Court.
