June 27, 2019, WASHINGTON, D.C. – Clark Hill PLC today announced the addition of Russell Duncan as a Member of the firm’s Litigation Business Unit in its Washington, D.C. office. Duncan was formerly a shareholder at Shulman, Rogers where he served as Chair of the White Collar, SEC Enforcement, and Government Investigations Group and Deputy Chair of the Litigation Department.

Duncan represents clients, including public company executives, accounting professionals and firms, broker-dealers, financial advisors and other professionals and individuals facing government investigations and civil and criminal litigation with the Securities and Exchange Commission (SEC), the Department of Justice (DOJ), the Public Company Accounting Oversight Board (PCAOB), and other federal and state regulatory or criminal authorities.  He is a former senior trial attorney for the DOJ, the SEC, and the PCAOB, first for nine years as an Assistant United States Attorney in Washington, D.C., then as an Assistant Chief Litigation Counsel for the SEC, and most recently as an Assistant Director-Attorney for the PCAOB.

Duncan has assisted clients in diverse matters, including SEC investigations, PCAOB Inspections and Enforcement proceedings, insider trading litigation, FCPA violations, financial fraud, accounting fraud, FDA violations, bribery, extortion, FINRA, the Investment Advisor Act, immigration violations, and government contract matters, including bid protests and debarment proceedings.   He regularly consults with accounting firms, public companies, directors, financial advisers, and broker dealers on regulatory investigations and related matters and helps develop compliance programs to address issues before they become the subject of government investigations or private litigation.

Duncan earned his J.D. from Harvard Law School and his B.A. in History from Harvard College.
