W. Ronald Stout serves governmental, industrial, and nonprofit clients as bond counsel in bond and bank financings. For more than 40 years, Ron has assisted governmental entities with their financing needs.
He has served as bond counsel for hundreds of millions of dollars of municipal bond and bank loan financings, including those of school districts, counties, cities, boroughs, townships, water and sewer authorities, and a turnpike commission.
Ron also serves as underwriter’s counsel for many public finance bond transactions where the issuers of the bonds include utility authorities and a turnpike commission. He has participated in hundreds of millions of dollars of public bond and private loan transactions as solicitor to a water and sewer authority, hospital development authority, industrial development authority, residential finance authority, and higher education authority.
Relying on his vast experience in a variety of public and private municipal transactions, Ron is able to meet or exceed the time and budget expectations of governmental and bond underwriter clients.
Representative Experience
- Served as bond counsel for a governmental entity involving the refunding of outstanding municipal bonds saving the issuer millions of dollars in debt service payments.
- Assisted a transportation authority serving as bond counsel for the financing of a major interchange using a unique financing structure involving the deferral of real estate taxes as security for the payment of the bonds.
Represented nonprofit corporations, incorporated the entities, and obtained favorable IRS Determination Letters
