W. Ronald Stout has successfully served governmental, industrial and nonprofit clients as Bond Counsel in hundreds of millions of dollars of bond financings for over forty years.  Ron has acted as Bond Counsel to school districts, specialized schools, water and sewer authorities, a turnpike commission, industrial and commercial development authorities, colleges, universities, retirement communities, counties, cities, boroughs and townships with their bond financings.  He has also served both governmental and nonprofit entities as their regular counsel giving him a unique perspective into the business, functions and needs of those entities.  In addition to serving as Bond Counsel, Ron has served bond underwriters as Underwriter’s Counsel.  Such experience enables Ron to consummate a bond financing within the time and cost expectations of his bond financing clients.  Bond financings, particularly refunding issues, require that the transaction be consummated within certain time constraints.  Ron has met these client time constraints on a consistent and cost-effective basis.  Additionally, he has served as a past president of the Pennsylvania Association of Bond Lawyers.

Represented a county in connection with the sale and transfer of delinquent real estate tax receivables
