John A. Culberson advises and advocates for individuals, organizations, and corporations on matters of legislation, regulation, and federal appropriations. He partners with clients to develop strategies to ensure their voices are heard by legislative and regulatory bodies at the state and federal levels.
John represents the policy interests of entities in many industries including aerospace, science, defense, homeland security, cybersecurity, law enforcement, education, energy, financial services, and health care.
In October 2019, NASA Administrator Jim Bridenstine presented John with the Distinguished Public Service Medal, the highest honor the agency can give to a private citizen. In June 2020, the White House appointed John to the National Space Council Users’ Advisory Group, where he helps chart NASA’s future.
Prior to joining Clark Hill, John served in the U.S. House of Representatives for nearly two decades, representing Texas’s 7th Congressional district. During his Congressional career, John served as a member of the House Appropriations Committee, where he chaired its Subcommittee on Commerce, Justice, Science, and Related Agencies and its Subcommittee on Military Construction and Veterans Affairs. He also served as an active member of the Appropriations Subcommittees on Homeland Security and on Transportation, Housing, Urban Development, and Related Agencies.
In his first term in Congress, he served on the Transportation Committee, the Education and Labor Committee, and the Science Committee. Throughout his service in Congress, John also served as a member of the House Whip team. Before his election to Congress, John represented west Houston as a member of the Texas House of Representatives from 1987 to 2001.
