Eyvonne R. Mallett is a senior attorney in the Washington D.C. office at Clark Hill PLC. Eyvonne’s law practice focuses on counseling clients in all areas of federal government procurement and market development, including reviewing solicitations; drafting proposals; drafting contracts and subcontracts; assisting with contract negotiations; and performing government contract due diligence for mergers and acquisitions. Eyvonne also works with clients in the assessment, development and implementation of federal procurement compliance programs, as well as counseling contractors during government audits and investigations and dispute resolution proceedings before the Civilian Board of Contract Appeals and Court of Federal Claims.
Previously serving as In House & Litigation attorney at the Department of Veterans Affairs, Office of General Counsel, Eyvonne has experience defending cases exceeding $500 million, representing contract disputes and bid protests, and has also recovered more than $50 million in cost savings through legal proceedings. In addition to litigation, she also handled pre-award and post-award transactional matters for major procurements in Construction, Supplies, Services, IT and Major Systems.
Eyvonne served as Senior Procurement Analyst at the Department of Veterans Affairs in the Office of Acquisition & Logistics, Acquisition Policy. She served as key advisor to the VA Senior Procurement Executive, Secretarial Officers, VA Heads of Contracting Activities, and other VA personnel on the interpretation and application of Federal and VA procurement laws, regulations, and policies. Eyvonne participated as a member of the Federal Acquisition Council, which was responsible for developing and implementing government-wide acquisition policy to be incorporated into the Federal Acquisition Regulation. She also previously held the role of Contracting Officer with an Unlimited Warrant and Level III Federal Certification in Contracting. Prior to her extensive government experience, Eyvonne provided corporate oversight for a Fortune 500 company where she managed a business portfolio that exceeded $15 million in annual sales.
