Elizabeth A. Copeland


Elizabeth A. Copeland is Board Certified in Tax Law by the Texas Board of Legal Specialization and focuses her practice on civil tax controversies. She has over 20 years' experience resolving complex tax issues, including the handling of:

  • offshore voluntary disclosure matters (OVDP streamlined disclosures, etc.),
  • employment tax disputes,
  • tax collection matters,
  • innocent spouse representations,
  • IRS Appeals, and
  • Tax Court litigation.

She is a former Attorney Advisor to the United States Tax Court and, since leaving the Court, has secured several victories for taxpayers.

Elizabeth has been named the 2017 San Antonio Tax Lawyer of the Year by Best Lawyers®. In August 2017, President Donald Trump re-nominated Elizabeth for a position as a Judge in the United States Tax Court. (President Barack Obama had previously nominated her in May of 2015.) In a January 2013 nationwide edition of Tax Notes®, she was named as one of the Top 10 Tax Attorneys of the Year, along with Mitt Romney and Chief Justice John Roberts, Jr., of the U.S. Supreme Court.

Elizabeth is responsible for establishing the United States Tax Court Pro Bono Program on behalf of the State Bar of Texas Tax Section. It was the first statewide program of its kind in the nation and is now used as a model for other State Bars to provide pro bono assistance to low income taxpayers.

Elizabeth is a Past Chair of the State Bar of Texas Section of Taxation and is a Certified Public Accountant.
