Coronavirus Task Force Unveils Guidelines for "Opening Up America Again"

President Trump and his Coronavirus Task Force unveiled "Guidelines for Opening Up America Again," a three-phased approach for states and local governments to reopen. The guidance, which ultimately leaves decisions about reopening to governors, recommends that states or counties open when they: (1) experience a downward trajectory of flu-like illnesses reported within a 14-day period and a downward trajectory of COVID-like cases reported within a 14-day period; (2) experience a downward trajectory of documented COVID-19 cases within a 14-day period or downward trajectory of positive tests as a percent of total tests within a 14 day period; and 3) have the ability for hospitals to treat patients without crisis care and robust testing programs are in place for healthcare workers.
