Clark Hill Attorney Barbara A. Ruga to Present on Public Act 152 at Western Michigan Health Insurance Pool Seminar

– Clark Hill Attorney Barbara A. Ruga will present with Doug Derks of Gallagher Benefit Services at a seminar on recent changes to Public Act 152 hosted by the Western Michigan Health Insurance Pool on January 14, 2014. The session will address requirements, practical implications, strategy, compliance and national Health Care Reform. The Western Michigan Health Insurance Pool (“WMHIP” or “the Pool”) is currently comprised of 48 member organizations. Pool members have varying number of employee groups offering WMHIP plans, ranging from administrators-only to full staff. Employee groups covered by the Pool include teachers, police & fire, custodial/maintenance, administrators, and many more.

Ruga is a member in Clark Hill’s Grand Rapids office where she practices in the Education and Municipal Practice Group as well as the Labor & Employment Law Practice Group. For more than 30 years, Barb has been advising and counseling public school districts and businesses on a wide variety of labor law and employment issues. Barb has extensive experience negotiating teacher contracts in a context of scarce resources. She has also handled numerous unfair labor practice charges, fact-findings and related employment litigation. Barb advocates for prevention through education, and to that end specializes in employee training programs.
