Clark Hill Attorney Barbara A. Ruga to Present at the MERC Act 312 Arbitrator & fact Finder Training – April 18
Ruga has over 35 years of experience advising and counseling public school districts and other public and private employers on a wide variety of labor law and employment issues, as well as extensive knowledge and experience negotiating teacher contracts in the context of scarce resources. She has presented for other notable statewide organizations, including the Michigan Negotiators Association, Metro Bureau, the Michigan Association of School Boards,and the Michigan School Business Officials. She has also presented to the National Council of School Attorneys and the North American Educational Negotiators Association.
The Michigan Employment Relations Commission (MERC) resolves labor disputes involving public and private sector employees by appointing mediators, arbitrators and fact finders, conducting union representation elections, determining appropriate bargaining units, and adjudicating unfair labor practice cases.
