Ruga has more than 35 years of experience advising and counseling public school districts and other public and private employers on a wide variety of labor law and employment issues, as well as extensive knowledge and experience negotiating teacher contracts in the context of scarce resources. She has presented for other notable organizations, including the Michigan Association of School Personnel Administrators, the Michigan Negotiators Association, the Michigan Association of School Boards and the Michigan School Business Officials.
The Metro Bureau, organized in 1946, is a voluntary organization of public school systems, community colleges and universities in southeastern Michigan. The central purpose of the Bureau is to fulfill its mission in supporting member districts to: improve student learning; enhance the development of leadership skills; understand diversity to provide access, respect, inclusiveness and community; create cost-effective and efficient practices for school operations, and provide accurate data for negotiations and operations of member districts.
