Clark Hill's administrative law attorneys assist many clients with legislative advocacy activities associated with proposed or pending legislation, and include discussing overall policy with regulators and legislators, assisting clients with testimony at legislative hearings on pending legislation, redrafting legislation, as well as participating in negotiations with affected parties. On many occasions these legislative advocacy efforts have been conducted in conjunction with the efforts of Clark Hill's Government Policy & Practice Group and other multi-client lobbying firms located in Lansing, or the in-house lobbyists at various corporations. Clark Hill attorneys have good working relationships with all of the multi-client lobbying firms and are familiar with the inner-workings of government and the legislative process.
Approach
Clark Hill's administrative law attorneys develop public policy and negotiate and draft legislation on issues such as communications regulation, energy policy, and rights-of-way. As active participants in the Michigan and Federal regulatory arena, Clark Hill attorneys are able to work with clients to identify legislative solutions to problems that regulatory and governmental agencies may not have authority to solve.

Clark Hill attorneys have been instrumental in assisting clients, regulators and legislators in the design and drafting of numerous pieces of legislation that are now Michigan laws. For example, our communications attorneys were notable participants in crafting Michigan's landmark Metropolitan Extension Telecommunications Right-of-way Oversight Act. That effort demonstrated the importance of a broad perspective, and the opportunities that can be actively pursued in state telecommunication act rewrites. Clark Hill attorneys have also assisted clients in drafting and presenting testimony to legislative committees during hearings on bills that foster a more productive or protective business environment for those clients.
Experience
Clark Hill's administrative law attorneys have been active participants in the original draft and the various re-writes of and amendments to the Michigan Telecommunications Act, the Customer Choice and Electricity Reliability Act, and the Metropolitan Extension Telecommunications Right-of-way Oversight Act, among other pieces of Michigan legislation.
