Amanda L. Tharpe
Amanda L. Tharpe is an Associate in the Environment, Energy & Natural Resources Practice Group where she advises clients on environmental, regulatory compliance, and litigation matters. She also assists clients in overcoming policy and regulatory challenges on Capitol Hill and at administrative agencies. Amanda has a background in natural resources production, regulatory reform, environmental regulations, federal lands development, transportation and infrastructure, and waste management issues.
Prior to joining Clark Hill, Amanda spent over a dozen years on Capitol Hill, advising House and Senate members on a variety of issues. While working for Senator Mike Rounds as Staff Director of the U.S. Senate Environment and Public Works Subcommittee on Superfund, Waste Management, and Regulatory Oversight, Amanda developed policy and lead a comprehensive oversight strategy of potential reforms to EPA’s regulatory process. She also conducted regulatory and agency oversight on the U.S. Fish and Wildlife Service and the U.S. Army Corps of Engineers.
As Legislative Staff for the House of Representative Committee on Natural Resources, Amanda focused on expanding energy production in the United States and improving the federal permitting process. She also played a key role in the passage of the Helium Stewardship Act (PL 113-57), which reformed the federal helium program.
Amanda graduated summa cum laude from The Columbus School of Law at The Catholic University of America where she was a member of The Catholic University Law Review.
