Douglas R. Kelly Addresses Michigan Association of County Drain Commissioners

Bellaire, MI – Clark Hill member Douglas R. Kelly addressed the Michigan Association of County Drain Commissioners at their annual conference in Bellaire, Michigan on July 13.  His presentation concerned enforcing existing easements and alternative easement acquisition methods.  The discussion focused on the broad powers provided to Drain Commissioners in the drain code to enforce and acquire easements.   Kelly also discussed methods of timely acquiring rights of way and saving money on enforcement and acquisitions through creative negotiation and agreements. 

Kelly, resident in the firm’s Birmingham office, focuses his practice on commercial litigation, real estate and land use law, eminent domain and construction litigation.

While at the University of Detroit School of Law, he received the Dean’s Award Scholarship.  Kelly was a law clerk to the Honorable Conrad L. Mallett, Jr. of the Michigan Supreme Court and served as an adjunct professor at the University of Detroit Mercy School of Law.  He is a former executive editor of the University of Detroit Mercy Law Review.

Kelly is the co-author of “Evidence,” published in The Wayne Law Review, 1996 and 2000, and the author of “The Jurisprudence of Government Regulation: Aiming at the Common Good,” (1993) and “Casenote, Constitutional Law,” (1992) both published in the University of Detroit Mercy Law Review.

Kelly earned his B.B.A. from Eastern Michigan University, and his J.D. from the University of Detroit Mercy School of Law.  He resides in Novi, Michigan.
