Senate to Approve With Revisions;
House to Consider Tonight
Early this morning around 3 a.m., Senate Parliamentarian Alan Frumin
ruled that two minor provisions of the Reconciliation Package
(changes to the enacted health care reform law) violate the Byrd
rule, which requires any provision passed through the reconciliation
process to have a direct effect on the budget.
Senate aides indicated that the provisions would not substantively
change the health care reform law or the proposed Pell Grant reforms
that were added to the Reconciliation Package in the House. The
Pell Grant changes would increase the maximum Pell Grant awards
available and cap repayments to make these grants easier for college
students to repay after graduation.
The Senate is expected to pass the Reconciliation Package with these
provisions stricken around 2 p.m. The House Rules Committee
will then meet later this afternoon to frame the rules for floor
debate and the package will be brought to the floor this evening for
debate and a final vote.
