Senate Climate Change Legislation to
be Unveiled on the 26th
In an attempt to ensure that America's manufacturing sector is at the
forefront of key legislators' minds during the framing of Senate
climate change legislation, a group of 10 Democratic Senators (including
Senators Carl Levin and Debbie Stabenow) from states with a heavy
manufacturing presence sent a letter yesterday to Senators
Kerry (D-MA), Lieberman (I-CT) and Graham (R-SC), the authors of the
Senate Climate Change legislation that is expected to be revealed on
Monday, April 26.
"It is essential that any clean energy legislation include a
package of provisions that strengthens American manufacturing
competitiveness, creates new opportunities for clean energy jobs, and
defends against the threat of carbon leakage by maintaining a level
playing field for domestic manufacturers," write the 10
Senators. The letter goes on to identify two to three provisions for
each of those goals.
Climate change and financial reform may be the last major pieces of
legislation taken up in the Senate before the mid-term November
elections.
The Kerry-Lieberman-Graham bill is expected to set a series of
greenhouse gas emission limits for different sectors of the economy,
with an overall goal of reducing U.S. emissions 17 percent below 2005
levels by 2020.
However, the extent of support for the bill in the Senate is
unknown. The bill's authors are continuing to meet with federal
officials and industry leaders over the next week.
